This building was designed by local architects Tom Polk Miller and Isabel Mount Miller for Paul Voertman.
In a 2023 conversation with Crispin Miller, son of the Mount-Millers, he said he could see his mother's work in the wrought-iron curlicues, "which are a representation of Ionian curlicue columns. The cinderblocks acting as light diffusers over the windows would have also been her idea, he said."
